The only times it has not risen over the past 16 days was Monday when it dropped one-tenth of a cent, Sunday when it was unchanged and March 26 when it decreased one-tenth of a cent.The average price is 2.9 cents more than one week ago, 14 cents higher than one month ago and 52.8 cents greater than one year ago. It has risen 40.9 cents since the start of the year.Today, a local gas station in Encinitas is selling gas for as low as $1.99 a gallon. The sale is part of an effort to repeal the gas tax that went into effect last November. KUSI’s Ed Lenderman was live at the gas station with Carl DeMaio getting the details.
